The United Nations Counter-Terrorism Committee of the Security Council enlisted Proejct Calibrate to create an online directory used by UN staff administrators and government agencies of UN Member States. Users can search a database of online reports and information submitted by governments and international organizations.

Non-technical UN administrators use a web publishing tool to enter both structured and free-form information into the database via a series of fill-in forms. Users of the public web site employ a search engine to browse the various reports that are generated by the system.

The system was custom designed for the UN and implemented in an IBM Lotus Notes R5 database and Lotus Domino application server.
